Server 2003: email event to administrator

just wondering if there is any tool I can use to send out email to administrator when the designated event occurred?  I don't see it in windows 2003 standard.  i know spicework can do it, but I really don't want to install extra software on the server also spend too much time configuring it.

Write a script and batch it every 10-15 mins and send email to admin
