Installing Exchange 2007 management console on windows xp

I'm trying to import a PST file through shell on Exchange 2007.

So i was following this guide:

http://technet.microsoft.com/en-us/library/bb691363(EXCHG.80).aspx

And I found out i need to do it on a 32-bit machine so i download:

http://www.microsoft.com/downloads/en/details.aspx?FamilyID=6be38633-7248-4532-929b-76e9c677e802&displaylang=en

The SP1 version, but it looks like i download sp1 for exchange 2007 and not the EMC console (which i was originally hoping for). When i ran the installer on a client machine i found that it it says "installed" for the EMC. Not sure why when i've never installed it there before. And its no where on that machine to my knowledge. Any ideas?

I know i can import via outlook but thats not an option since I have large pst files and a large number of them that need to be imported into various accounts.

Please check the attached image to see the "installed" status that i am referring to.
