What is the best way to send a text msg from a VB6 or .NET application to a cell phone without causing the recipient to pay for the text?

In most cases you should try to use some mail-to-SMS service provided from
the company of the cell phone (send mail to NUMBER@cell.company.com that is redirected to the cell phone),
or a HTTP-to-SMS service where you
pay for a service to send HTTP requests with number-message
if you do not want to pay try searching some free HTTP-SMS or mail-sms service.
