Unable to open attachments on terminal server

Hi,

O/S: Windows Server 2008 R2
Function: terminal server

Issue:
Users are unable to attach or open attachments on Outlook 2007.

Error msg:
Can't create file: FILE NAME.pdf. Right-click the folder you want to create the file in, and then click Properties on the shortcut menu to check your permissions for the folder.

Fix Attempts:
- Set permissions on local settings profile folder
- Completed reghack stated on http://support.microsoft.com/kb/305982
- Tried giving users domain admin access

All fixes not working.

Please assist.

Try to add a user to local admin group on terminal server and check if it works (if it doesnt
Can you open the %temp% folder and create a new file manually ?
Run ProcessMonitor
and you will see which folders outlook  trying to access.
