I have a question how can I create WCM in Publichisng Site?

I am using wss3.0 or MOSS 2007.

It's not really that easy to explain in a 1-2-3 post. One of the SharePoint MVP's has put up a page with a lot of web content management links grouped by subject. That should be a good starting point:
