Windows 7 "StartupRepairOffline" Error

Cannot boot up to Windows 7 operating system on laptop.  Computer was working one day and then all of a sudden it would not boot up.  Get the following error:

The Problem Even Name: StartupRepairOffline
OS Version: 6.1.7600.2.0.0.256.1
Locale ID: 1033

Please send some suggestions or resolution.  This is a laptop with critical data I need to retrieve.

try booting from win7 cd and running a repair
