I think what you're looking for is PayPal Merchant Pro which will allow you to accept credit cards online directly off your own website. Virtual Terminal is designed for offline card payments which you then manually enter into PayPal yourself.

You can check if virtual terminal has an API which will allow you to post transaction data from your server to paypals, but they probably don't.

There probably isnt a way to do this, virtual terminal is designed for offline credit card processing only. And paypal Merchant Pro is designed specifically for online payments using paypals API for this. With merchant pro, you may not be able to put in other peoples card details as further checks such as 3d secure verification may be required for some cards which only the card holder would know.
