Is it possible to move sites between an instance of SharePoint 2007 and an instance of SharePoint 2010? Would it be a similar process to using stsadm in SharePoint 2010? Are there any compatibility considerations for moving the site?

no tool that I know off can migrate at a site level

You have to upgrade at the application (DB) level .

It is possible, but you will need to upgrade the content database each time. As George mentions, you need to upgrade at the DB level. If you really want this these are the steps you need to follow:

Create a new content database
Create a new site collection (make sure it is in the new content database by putting the other one offline)
Use Export/Import to export your site to the new site collection
Attach that content database to the new SharePoint 2010 farm and upgrade it

Migrate it using export/import to the location where you want your site to be
