Automatically add/update contacts to Public Folder contact list

We're looking for a tool/add-on that can automate the following:

1. Gather all users personal contacts list
2. Copy all users personal contacts list to a single public folder contacts list.
3. It should be able to delete/update contacts to that public folder.
4. Be great if it can be scheduled as well.

We're using Exchange 2003 and Outlook 2007.

Is there a way to do this?
Any add-on that anyone used before?

I do not think there is a tool that can perform this function.

you would have to write code to do this.

C# with Exchange API is the best bet. http://msdn.microsoft.com/en-us/library/dd633709%28v=exchg.80%29.aspx
