How can I create a page library? I dont see the option and all  publishing features are enabled on the site and also the variation sites as well

A page library should get created when you turn on Publishing.  HOwever, you won't be able to create a new one.  A page library is just a Document Library.

You could just save your current Pages library as a template, then reuse it, if need be.
