Check if user account not configure OOF through outllook or owa, and then remove it to make a test.

Check for any rules or corrupted messages also...

Has Powershell sent you back into the Stone Age?

If managing Active Directory using Windows Powershell® is making you feel like you stepped back in time, you are not alone.  For nearly 20 years, AD admins around the world have used one tool for day-to-day AD management: Hyena. Discover why.

Just want to confirm, this is not a system mailbox

AmitIT ArchitectCommented:
Last option, export mailbox data to a PST file. Empty the mailbox, means delete all emails from the mailbox. Then move it to destination server and merge the PST data.

No this is not a system mailbox, but i think i will have to just do as you suggest and migrate to a PST file, then move the mailbox.

You should not mark this as answered, that is just a work around does not provide cause or resolution to the problem
