Can not change Line Colour of a Shape

I have a Visio Shape where I can change text size & colour, fill colour & pattern but I am not able to change the line colour.
See attached sample file
I am using Visio 2010 and I don't know where the shape comes from - it is just part of a document I am trying to update.

Whoops -- clicked submit before I typed my response...

A quick bit of background before my answer: every object in Visio is accompanied by something called a ShapeSheet. The ShapeSheet contains data and formulas that control just about every aspect of the behavior and appearance of the object. What you're looking at in the screenshot above is your shape and a portion of its ShapeSheet.

The reason you can't change line properties in this shape is because whoever designed the shape locked the options related to the line. Notice that the cells in the Line Format section all have their values wrapped with the GUARD() function. That function prevents changes to those attributes from the user interface.
