Correct. If a mailbox is full then it is full. It does not hold on to email just incase you make some space.

Not possible. Ask them to resend again..

I faced same issue in Outlook 2019, so I thought to post my solution in this thread. To address the issue of a full Outlook mailbox and retrieve the missed emails in server and Outlook environment, you can follow these steps:

1. You have to check the Deleted Items folder for any emails that might have been accidentally deleted. If found, you can restore them from deleted items folder.

2. You can increase mailbox quota for this in the server environment, you have to check the mailbox quota settings. If your mailbox is full, consider increasing the quota temporarily to allow for the retrieval of emails.

3. Then check archived emails setting in outlook. For that check your emails may be automatically moved to an archive folder. Retrieve them from the archive if applicable.

4. You can also use server-side backups or recovery options available. Restore your mailbox to a point before it became full.

5. Or you can use steps given in following blog Your Mailbox is Almost Full in Outlook.
