Outlook 2007 - Unread Messages in this Folder - Messages Appearing and Disappearing

I have a user that requires this view of their inbox. However, it sometimes only shows some of the unread items.  Can't figure out how to make this unread view relaible for the user?

In this view, when the selected message is marked as seen and disappears from view.

Try to increase the time between marking the message as seen by selecting, in Outlook options.
