Page layout based on a content type that does not inherit from page

I created a content type that inherits from item

then I created a custom list and based the list on the new content type

then I tried to create a new page layout, but the content type does not appear, the only ones that appear are the based on the page layout are the content types that actually inherit from Page.

 

any recommended approach?

A Page layout can only have page content types, as a page layout is a sort of page and not an item
