Trying to get log4j configured with tomcat 6

I'm trying to get log4j configured with tomcat 6 on centOS linux but I keep getting this message:
log4j:WARN No appenders could be found for logger (FullLogging).
log4j:WARN Please initialize the log4j system properly.

I read about the CATALINA_OPTS solution but tomcat runs under the tomcat user and I'm not sure how to set up the environment variable for that user. That user doesn't have a home directory (should I create one?) so there's no .bashrc for me to modify.

just add log4j config file to the classes directory of your webapp
