Html form creator tool + submission to drupal help

Hello
Anyone can suggest some apps which can help create web forms easily (drag-n-drop or using visual editors)? Also, with the form, is it possible for example, if drop-down lists are present, to make for example a price field/label, whose value changes accordingly when different list items are selected?

Also I will need some help with how to submit this form to paypal for processing: how to replicate the details to paypal, and make the client's amount transfer to the company being paid's paypal/bank account? Any guide for this to help explain how the web form must work with paypal?

You may consider working with Dreamweaver, Visual Studio for creating fast and robust web applications. If you have a Paypal Account you just need to use paypal code for business available at your paypal account.
