XP Services are stopped

You can see through MSCONFIG that all services are stopped.  Services.msc brings up a blank screen.
The virus has been cleaned, need to fix the damage...

An in place repair ultimately fixed the issue.

The simplest way I think would be to grab hold of your Windows XP CD and go to Start -> Run -> sfc /scannow

It could also be an issue with a couple of DLL's. The following site has some good instructions on how to fix this:

What scanners were used to clear viruses? Any logfiles?
