Exchange 2003 to send email notifications externally

I would like to know if this is possible.

we have a customer who supplies an external secure email service for other clients (off site, not on domain), they basically log in to OWA (Exchange 2003) to retrieve their mail.

what they'd like is for the external clients to recieve a notification when a mail is recieved into their secure mailbox telling them to log in and retireve it.

Is this possible?

in short, they are a provider for schools, they have a secure mailbox feaute where schools can log on a check sensitive emails. RPC over HTTPS isnt an option, they want to keep the exisiting system but just for it to send a notification when an email is recieved
