Group Policy Tool on Windows 7

In order to better manage my users Internet explorer settings I am going to dedicate a computer that has the perfect IE settings I need all of my users to have. Then I would like to download the Group Policy Managment Console tool to the Windows 7 computer so I can import the settings into a GPO directly from that machine...I've done this before with Vista but can't find the tool again on the Internet for Windows 7. Can someone help me out?

You have to add the GPMC feature (so it's already there in 7)
