A mail server that sends mail on behalf of another.  e.g. If I connect an email server to another and I send mail from my server through the other, the other is relaying my mail.  

Mail relaying by itself is not bad and is many times necessary, but *open relays* where anyone can connect and send mail through that server is a bad thing because of the abuse of spammers.
