Offline Address Book not downloading

Every hour after I start outlook I get a Synchronization Log that says:

8:05:26 Synchronizer Version 12.0.6550
8:05:26 Synchronizing Mailbox 'User Name'
8:05:26 Done
8:05:43 Microsoft Exchange offline address book
8:05:43       0X80190197

In Exchange the Offline address book is setup (I inherited this network, so there might be some configuration issues)

Any thoughts?

Are you using a proxy server?
if so have a look at this website for a solution.

You got me on the right path - it does have to do with proxy settings
