Outlook 2003 reply all, offline not connected and not working

Office environment running exchange 07 with Outlook 2003.  When the user hits "Reply to All" it doesnt work when in "Not Connected" mode. When in "Offline" mode it works, when "Connected" it works.  

Not connected means the network wire is unplugged and no wireless
Offline is computer is wired with internal IP address but Outlook is in Offline mode
Connected is connected...

If user is online and connected the Global Address List is available. When the user is Offline or Not Connected it is not available.

What is going on with these two problems? I dont have any other users with this problem.

Try turning off the Cached Mode in Outlook so you will hit the GAL instead of the OAB.

If i turn off Cached Mode then the users email wont be available when they are out of the office

The solution to this problem:
the reason this was happening was because of the way Outlook Anywhere was configured in exchange.  The URL's were incorrect for propogating the offline address book. once fixed, the address book would have to be downloaded manually. Using Send/Receive and choosing offline address book. if configured properly it would work, if not it would fail
