str_replace non utf-8 encoding

eBay returned the following error(s):

20400 : Invalid request encoding.
Invalid request encoding. Please use utf-8 encoding and eliminate any non utf-8 encoding in request content.


I am using the pound symbol,
but the text that I use is from a textbox of which another person enters text
so I cant tell them what to not enter

how could I fix text to work

is there an easy fix
strreplace non utf-8 encoding
