Rights to only create and change user accounts and password on Windows server 2008R2

We are running a Windows Server 2008R2. I need to give a person rights to create and change user accounts and password only in Ad.
What is the best practice?

You can delegate the right to a user to be able to reset lower level user passwords or add the user into the Authentcation operator group.
