I need online documentation tool like doxygen.

The best online documentation tool I know of is Doxygen, but you obviously already know about that.  Perhaps if you said what was wrong with doxygen, your question would be easier to answer?

doxygen is OK. to me.

I've never heard of any better alternatives for C/C++ (which is what I use it for) and this question at Stack Overflow seems to corroborate that feeling:

If you required it for a different language then the language table on the comparison of documentation generators wikipedia page offers some alternatives, but I don't know how good any of them are:
