WebResource.axd 404

I am running an ASP.NET 3.5 application that runs in 2 out of 3 environments but in the 3rd environment (IIS6, Windows 2003) I get the 404 when WebResource is calling menu.js.  On this server I can runhe  a simple asp:menu application in the default folder but in a folder that is SSO protected I get the 404 error.  I have tried all kinds of fixes that I found online but none appear to correct the problem.  Any suggestions?

The root of this problem was an IIS configuration
