Windows XP won't start safe mode, STOP: C0000221 {Bad Image Checksum}

Here is the error being thrown when trying to start in safemode. Normal boot results in Windows splash screen just spinning.

stop: c0000221 {bad image checksum} The image mpr.dll is possibly corrupt. The header checksum does not match the computed checksum

Okay, thanks I'll try the recovery. If I have to reload XP will the user files still be accessable. Since it's not a format I'm guessing yes. Also, if I were to take the opportunity to upgrade to W7 will the user files be saved?

Also as long as you don't format it (during recovery, reinstall, update or whatever) , any other partition apart from the OS one should remain unchanged.

Even after recovery console commands including rebuild of master boot record no luck. Reinstalling OS only option. Thanks anyway.

None of the solutions offered by the experts resolved the issue although they were not erroneous.
