I want a sheet in excel to compare itself with other sheets - simply I want a soccer draw where schools are playing each other over several weeks - the sheet looks at who played who and when in the other sheets then creates a table showing the teams who have not played each other yet.

Start with the details sheets. At last create the overview sheet collecting values from the details sheets.

Do you need help with how to referencing cells on other sheets?
If you want more detailed help you need to provide your excel files so I can understand your question.

So its a matter of working out how you would have different sheets reference each other, decide what is the same and make something different - i.e did they play each other last week or the week before?  If so lets set them up to play someone else.

How about giving all possible combination an unique id and later let that id be a row number. Se attachment.

perhaps it is desirable to have teams only meet other teams within the same div?

I would use it as a reference in other tables/spreadsheet.

in the future this will probably grow and a more future compliant would perhaps be to use MsAccess or a relational database
