Exchange 2007 storage limits and deletion settings

I have users who are receiving storage limit messages from exchange. They have deleted files and and emptied deleted folder but message still come. Questions is...do the deletion settings (i.e. keep deleted files for 14 days) in exchange contribute to the storage limit? Will it take 14 days before the deleted emails no longer impact the storage limit? Or are they not associated with each other that way?

they don't contribute.  right click on the mailbox at the top of the left window and on the general page there is a button to show folder size.  I breaks it down by subfolders so you can see exactly where the mails are.  Sent items is usually a good bet.
