Users on Terminal Server cannot view or add notes

All users accessing GP10 via Terminal Server suddenly cannot view or add notes for any record or window. When they click any note button in a window (tied to a vendor ID, for example or a note for the window itself), a taskbar item labelled ".Note" (with a dot) appears, but is not accessible. Users cannot right-click to restore the .Note window, or Alt-Tab to find it hidden anywhere behind another window. The window just does not appear anywhere. We do not have a customized version of the Note window, despite the dot appearing in the taskbar item.
Terminal server is 64-bit 2008. Users logging into GP on the main app server or another terminal server do not experience the problem, but they do also see a dot to the Note window title (but not on the taskbar item).
Checking the SY03900 table, the note data seems to be intact, and if the note does contain data, the note icon in the window is yellow.
