is there a way to limit just certain users to just inter-office emails?

sshah254, that link starts by saying
"In order to restrict users from sending Internet based mail"
so I assume this is for internet based mail, but i meant to restrict certain users from sending to anyone that is not in our company. so they can only send to
me@mycompany.com
and not to
someoneelse@anothercompany.com
