Windows Authentication Pop Up Box

I have a web page. I have windows authentication enabled on it. When a user on the domain logs in, they are able to see the page. When a user is not on the domain they get a pop up for credentials.

What I want, is instead of the pop up for credentials I want to redirect them on the 401 error to a custom log in page.  

How can I get rid of the pop up box?  I can not enable anonymous access, because then all my users will be treated as anonymous.  Please help.

Thank you for your response as I do think it will work.  However,  it seems that it is using the ip address of the server instead of the clients.

I went in and did a DNS lookup on my pc and gave it access and denied everything else.  But, I am still getting the 403 error.  Anymore help would be much appreciated.
