Shared Documents have less documents after import??

I exported a site in sharepoint 2007 and then restored it to another site.  Everything came out fine except that I noticed that the shared documents were decreased by 44 items.  I went back to go look and it seems that it did not export some large documents.  

How can I get the export to include these documents?  What setting should I change and how?

same web app, or different?

I made a different web app and then imported the backup into the site.  All of the other documents, list and etc...imported just fine with the exception of the Shared Dccuments being short by 44 documents.

Might check the max upload size on the new web app compared to the old.  This is set through Central Admin - web app settings.
