Installing cakephp

I am trying to install cakephp on my host server for the first time.

I have created a subdomain called cake(http://cake.wowislandcharter.com/) to trial the application.
I've uploaded and extracted the cakephp installation package to the root of the subdomain. Then rename the main extracted file to cakephp.

Not sure what to do next. When I try to access it through url:

http://cake.wowislandcharter.com/cakephp/

I get the following error:

 Release Notes for CakePHP 2.0.0-dev.


Fatal error: Class 'Debugger' not found in /home/wowisla1/public_html/cake/cakephp/cake/libs/view/pages/home.ctp on line 26

I checked the line 26 in the document referred in the error and I have paste line 24,25,26,27 & 28 below

How do I work around this

If you don't need to use the debugger, set the debugger level to 0 in the php.ini file.

If you do need the debugger, try adding:

   App::import('Core', 'Debugger');

to .../app/config/bootstrap.php

Sounds like you will know enough to work out where to put that line in the file.

I can't find the php.ini file. Which directory is it suppose to be in.

There is a file called acl.ini.php in .../app/config/bootstrap.php is that the one you are referring to
