Site page cannot be validated UTF8 issue

http://tinyurl.com/4bglp4j cannot be validated somehow. Keep on getting:

Sorry, I am unable to validate this document because on line 384 it contained one or more bytes that I cannot interpret as utf-8 (in other words, the bytes found are not valid values in the specified Character Encoding). Please check both the content of the file and the character encoding indication.

The error was: utf8 "\xD9" does not map to Unicode

Sometimes to complaint refers to a different line. Line 384 seems to be empty when I check the source code. So what is going on?

When I see this there is usually an invisible, unprintable character on that line.

I suggest deleting the "blank" line in question and putting in a new blank line.

Also check the lines immediately before and after.  Wouldn't hurt to delete those lines and type them in again fresh.
