Dell Dimension 3300 Needs Video Card for VGA S-Video TV Connection

I have an old Dell Dimension 3300 desktop PC.  The video card apparently does not support VGA to S-Video connectivity which would allow me to connect the PC to a TV.  Can anyone recommend an inexpensive video card available now (2011) that will work in my PC and give me this functionality?

Your problem is this has no AGP slot and no PCI-e slot.  The limitations are to PCI.
Here i what I found quickly on Newegg.
