Are there any programs for creating fcl (fuzzy control language) having a gui? Where you can enter values resize the triangles etc. or it has to be done all by hand? Also is there a way to generate the file one the fly in java using jfuzzylogic or once again it all has to be done by hand?

Have you looked at Matlab fuzzy logic toolbox?

I know, one thing  it is not Java, and I don't see direct references to FCL,
stiil it seems closely related.  Maybe it still does what you want?
