I want to synchronize my PDC server with global time server for the time zone (GMT+05:30) Chennai, Kolkata, Mumbai, New Delhi.
I know this can be achieved by the command w32tm /config /syncfromflags:manual /manualpeerlist:<PeerList>
but I need the reliable time source for this sync.

You're missing the /update option on your command line, and you should add ",0x9" after each host to tell the time service to work in client mode and use the special poll interval. UDP port 123 outbound must be allowed in the firewall.

w32tm /config /manualpeerlist:"1.2.3.4,0x9 5.6.7.8,0x9" /syncfromflags:manual /update
w32tm /resync

Replace 1.2.3.4 with a time server geographically near you, for example from here:
http://www.pool.ntp.org/zone/asia

Hi Thanks for giving the solution. While check for India — in.pool.ntp.org, it says 11 servers are available for this zone. How I can get all the servers ip and if I specify the ip 59.90.134.67 for in.pool.ntp.org, is it ok for the sync or ..
Is there any prerequests for this synchronization? We have configured the only proxy server  to connect internet in PDC ..

Just click the link on the India zone, and it will tell you the servers to use.
w32tm /config /manualpeerlist:"0.in.pool.ntp.org,0x9 1.asia.pool.ntp.org,0x9 2.asia.pool.ntp.org,0x9" /syncfromflags:manual /update
w32tm /resync
And as I said, UDP port 123 from the PDCe to the respective servers needs to be allowed.

Have you tried different time servers?
Did you check whether UDP(!) port 123 to the respective time servers is allowed?
