catalyst 2950 problem copyng new sustem immage after "errase flash"

hi all,
i have a problem.

i recently bought a stock of 20 catalyst 2950 but some of the are completely formatted.

i tried doing this:

but as you see it keep sayng permission denied when i do xcopy....
any idea?
