I have very secure FTP running on my Linux box, I know that its configured well enough to allow anonymous connections, browse, upload and download files off of it. The box that runs vsftpd has two IPs and I noticed that I can only see the FTP server via one of the IPs, how can i bind vsftpd to both IPs (they are different subnets) and block it from another IP if I add another to it in the future?

By default vsftp should listen on all IP addresses that the server has.

However, if you want to limit which IP addresses it listens on you need to use the "listen_address" parameter in the vsftpd.conf file.
