I like this cartooned image of a an actual photo. I'm wondering if there are photosohop tutorials on how to do this:

I believe the link which you provided with Flicker, doesn't seem like a cartoon! If you want to know how to give an effect like that to an original picture, than I can try out and provide a tutorials, Please do post what exactly your requirement and show me a sample picture, I will try my best to create a tutorial for you! Hi lapsa22,

That photo looks like a comic book drawing. I guess there was quite a bit of work put into it. I guess to simplify the question how did he create those clouds (looks like a comic book strip) and perhaps the green hue on the buildings. I just thought it was cool.

Okay, thanks lapsa22. That would be awesome. =) I think he may used some sort of masking technique to put that green hue to the buildings but I don't know if that will give it that comic book feel. I appreciate it if you can find out how.

Nero Photo snap is one tool that does this,
here's an example I made, in this instance I used edit and Colour Balance, when we play around with other effects the image can take on a whole different llok, effects such as emboss, invert,

I suppose you wouldn't know how to achieve that strictly in photoshop would you? You mentioned other programs but I don't really want to buy those other programs unless I really have to.

Sorry  jeremyjared74, I nolonger have photoshop when I went over to windows 7
But there are lots of tuturials online I'll see if I can find one for you
take a tour in youtube for the best video tuturials on just about anything
look for  filters and effects in photoshop

Polarization is one I used in Nero Snap Editor adjust the RGB
 here's one, as you can see as you adjust the red or green or blue the clouds appear stronger this is the same type of graph in Nero

Just to add Nero Photo Snap Viewer bundles Nero 7 professional or ultimate
 I was enromously dissapointed with Nero 10 version so went back to my Nero 7 Ultimate
Some things are not worth upgrading to if they take out the best tools then recharge to add them back

I think this it has a standalone trial  but is not free and not cheap
