updating tpl page dynamicaly from a php page

I have a tpl page that up loads from this line
$t->assign('rendered_page', $t->fetch('edituser.tpl') );

 [embed=image 414459]
 [embed=image 414460]
this is a cascade menu as you can see by the first image, there is a number which references this and is stored away after selection on save
now when the data is restored i need to build the select box with the approp values. i do not have any trouble building the code to change the text box to a select box, i just do not know when and when place the update code in the php file to update the system
this is how i usally update this are in other code pages

$ret .= '|||txtzip|:|' . '<input name="srchlookzip" type="text" value="AA" class="textinput" size="30" maxlength="100" />';
echo utf8_encode($ret);

any help would be appreciated
