Problems with Windows Live Messenger

On my notebook I am having a problem with Windows Live messenger.

(1) Unable to sign in to Windows Live Messenger (see image attached)
(2) Unable to use the web installer (see image attached)
(3) Unable to find the full installation of Windows Live Messenger in Dutch
(4) It says something about key packets when it tries to solve the log-in problem by itself

I have used Google a lot, I have registered a whole load of DLL files, I have checked system date and time, I have flushed the DNS, I took a lot of steps to try and solve this problem, unfortunately, nothing helped yet.

I'd like to have a full installation of Windows Live Messenger in Dutch.

But I think the unability to sign in to WLM and the unability to use the web installer have something to do with each other...

I really would like some help with this one!
