I want to use the following commands in a table-value function.  Is this possible?  If so, Where do I place the commands?

            SET ARITHABORT OFF
            SET ARITHIGNORE ON
            SET ANSI_WARNINGS OFF

no, those are not possible inside the function.
you can set them just before you creation the function, so the function shall apply those settings when it runs.
