RDS License Server

Looking to replace my existing remote desktop server with a new server 2008 r2.  Current machine is 2008 and the licensing server is a 2003 machine.  Here is the error message I'm getting

The license server selected is not connectable at this moment.  If the license server is of Windows server 2008 version then the ordering of the specified LSes cannot be maintained Do you still want to add the license server to the list?

Windows 2003 TS CALs are incompatible with Windoes Server 2008 RDS. You need to buy new CALs for your 2008 RD Licensing server.

I don't think they are 2003 cals because the existing RDS server is 2008.  It is just the licensing server is 2003.

that is strange I've had a 2008 terminal server with a 2003 license server for 2+ years.
can the terminal server also be the license server?
Yes 2008 can hold licenses for 2003 but 2003 for 2008 cannot :) (that I thought you have). Yes, TS can also hold Licensing role. So, maybe your TS had problems with TS Licensing server connection?
I am getting this error as well on a brand new server. Can I make the RDS server the licensing server? If so, how do I do this. I havent even installed the licenses yet.
