Is the system state backup the same as performing an ASR, except the ASR makes the disk?   Would ASR be the preferred backup method for our 2003-R2 DC?

with system state you need to install the OS first then restore. with ASR you don't I think, check those links:
http://www.petri.co.il/whats_asr_in_windows_xp_2003.htm
http://support.microsoft.com/kb/240363

both methods are not good for servers. I would recommand third party software such as acronis or other cheaper ones, but they would be much better and will save you time. hope this helps!
