Dynamic data should be code not text PHP & MySQL

I need to dynamically place paypal code to a webpage but this code shows as text. How do I add this as code so the form shows correctly?

Dump a $row_Recordset1 table (var_dump or print_r) and see. I suspect you see something like &amp;form instead of <form

Thanks for that,

Yes you're right. The database copy is as the attached pic database
The code was correct when sent to the database though, how would I stop the code from changing when it's submitted to the database?
