Outlook Rule Security

Is it possible to disable E-Mail forwarding rules for an individual client that is using Outlook 2000 or Outlook 2003.  I have an Exchange 2003 server.

Thanks but this will disable forwarding for everyone in the domain.  I need to disable the capability for individual users.  Is there a way to do this?
