Use : jQuery('#projects li img[style*="opacity:1"]').parent("a").attr('href', 'http://www.experts-exchange.com/Programming/Languages/Scripting/AJAX/Q_26853726.html');

Test page :

<html xmlns="http://www.w3.org/1999/xhtml">

<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />
<title>Untitled Document</title>
<script language="javascript" src="http://code.jquery.com/jquery-1.5.min.js"></script>
<script language="javascript">
	jQuery(document).ready(function() {
		jQuery('#projects li img[style*="opacity:1"]').parent("a").attr('href', 'http://www.experts-exchange.com/Programming/Languages/Scripting/AJAX/Q_26853726.html')
	});
</script>
</head>
<body>
<form id="projects">
<ul><li><a href="#"><img style="opacity:1" src="http://www.balisier148.com/photos/tortue_guadeloupe.jpg" width="160" /></a></li></ul>
</form>
</body>
